Prof. Dr. Bilgin Tiryakioglu, Managing Attorney
Dr. Tiryakioglu is a distinguished expert of private international law issues with over 20 years of legal experience. She has published extensively in the areas of International Trade, Foreign Investment, and Citizenship and Foreigners Law. She has chaired the Private International Law Department at Ankara University, and researched as a Fulbright Scholar at Washington College of Law, American University. Mr. Çakmakçı earned his law degree from Istanbul University Faculty of Law and has a Graduate Diploma in Law (GDL) from Bournemouth University School of Law (UK). He has attended courses held at Bournemouth Business School and Cambridge Law Studio. Devran has worked for various law offices and companies in Turkey as a Corporate Attorney in the areas of Litigation and Commercial Law. He has in depth experience in drafting Contracts, handing Residence and Work Permit applications and advising in Tourism Law issues.

He has served as a consultant for numerous U.S. administrative agencies, the Organization for Economic Co-operation and Development (OECD), World Bank, and the Asia Foundation. He is author of the American Bar Association’s Guide to Federal Agency Rulemaking, co-editor of the Federal Administrative Procedure Sourcebook (co-editor), and editor of Developments in Administrative Law and Regulatory Practice (10 volumes, 1998-2008). He has taught Administrative Law, American Public Law Process, Negotiation & Mediation, Alternative Dispute Resolution, and Environmental Law at various law schools in the U.S., Canada, Australia, and Japan.
